Enforcement Rules of the Special Education Act Article 11
The higher education level special education programs referred to in Article 35, Paragraph 1 of the Act refers to programs that universities and colleges shall draw up and put in place in accordance with the nature of each special education students’ characteristics and learning needs, to provide study guidance, general life counseling, and support services on-campus for such students. Each program shall include clear details of the following:1.The basis.2.Objectives.3.The person（s）for whom the program would be implemented and their special education and support services.4.Personnel assistance and administrative support.5.Spatial and environmental planning.6.Implementation schedule.7.Estimated cost and funding source（s）.8.The anticipated results.The special education and support services referred to in Subparagraph 3 of the preceding paragraph include the students’ educational needs, and general life counseling for adapting to studying and life at the university or college, academic counseling, and career guidance, and consultation services.

本法第三十五條第一項所稱高等教育階段特殊教育方案，指學校應依特殊教育學生特性及學習需求，規劃辦理在校學習、生活輔導及支持服務等；其內容應載明下列事項：

三、實施對象及其特殊教育與支持服務。
四、人力支援及行政支持。
五、空間及環境規劃。
六、辦理期程。
七、經費概算及來源。
八、預期成效。
前項第三款特殊教育與支持服務，包括學生教育需求及在校學習生活適應之生活輔導、課業輔導、生涯輔導及諮詢服務等。
