The Regulation Governing the Handling of Investigation Procedures for Civil and Public Aircraft Occurrence Article 3
In the event of a major aviation occurrence as defined in Paragraph 3, Article 6 of the Act, the TTSB shall, upon the invitation of the investigation agency of the State of occurrence to participate in the investigation, promptly designate an accredited representative and invite the owner of the aircraft, the operator of the aircraft, the designer of the aircraft, the manufacturer of the aircraft and personnel of the Civil Aviation Administration of the Ministry of Transportation and Communications (hereinafter referred to as “CAA”), to form an investigation team.The expenses incurred from participating in the investigation shall be borne by the agencies (institutes) individually.

本法第六條第三項境外重大飛航事故發生後，運安會於接獲事故發生地調查機關之邀請，應立即指定授權代表，並邀請事故航空器所有人、使用人、航空器設計者、航空器製造者及交通部民用航空局（以下簡稱民航局）人員組成團隊，參加調查作業。
前項參加調查之相關費用，由各機關（構）自行支付。
