Long-Term Care Services Act Article 46
Local competent authorities shall, either independently or in collaboration with private organizations, oversee the quality of long-term care services provided to service users in residential institutions who have no persons obligated to provide support or legal representatives; the long-term care institution shall not refuse such oversight.
