Arts Education Act Article 13
If a student enrolled in an art school（or class）of senior high school level or below is unable to continue studies for some reason there or has failed to adapt successfully, as determined through meetings by school officials, the student may be transferred to ordinary classes through guidance by the original school of enrollment or apply for transfer to a different school.
