The Servicemember Relief Act Article 71
The Service Tribunal shall be composed of three military judges sitting on the bench and the ruling for the adjudication shall be determined by a collegial panel of judges. In the case of a Small Claims Proceeding, it may be adjudicated by a single military judge.In the bench trial stipulated in the preceding Paragraph, the Division Chief Judge shall serve as the Presiding Judge in a collegial panel. In case the office of the Division Chief Judge falls vacant or in the event that the Division Chief Judge is not available, the judge with the highest rank, or the most senior judge, shall act as the Presiding Judge.

勤務法庭，由軍事審判官三人合議審理之。
但簡易訴訟程序，得由軍事審判官一人獨任審理之。
前項合議審判以庭長充任審判長，無庭長或庭長有事故時，以庭員中階高資深者充任之。
