Regulations for Receiving and Handling People’s Written Complaints Submitted by the Control Yuan Article 12
Unless the defendant has been alleged to have committed malfeasance or serious misconduct and there is a call for an immediate investigation, no investigation will be conducted if the complaint:1. Has been submitted to administrative remedy procedures.2. Has entered judicial or court martial procedures.3. Has been delivered to higher or responsible agencies for handling.4. Has been filed in photocopy form or in anonymity.

左列人民書狀應為不予調查之處理。
但如被訴人有瀆職或重大違法失職嫌疑需要即予調查者，仍應調查。
一、已進入行政救濟程序者。
二、已進入司法或軍法偵審程序者。
三、已分送其上級機關或有關機關處理者。
四、以副本或匿名文件送院者。
