Regulations on the Scope of Inspection and on the Certification of Authorized Inspection Agencies for Nuclear Reactor Facilities Article 11
The Authorized Nuclear Inspector for the nuclear reactor facilities during the construction phase shall have the following qualifications:1. A graduate of the 2-year or 4-year accredited university or college with a major in engineering or science.2. Bearing the Level II or higher non-destructive testing qualification reviewed and approved by the competent authority.3. Bearing the certificate of radiation protection personnel training approved by the competent authority.4. Completion of at least 60 hours of training in nuclear reactor facilities systems.5. Completion of at least 30 hours of training in welding technique and at least 30 hours of training in quality assurance.6. Completion of a total of at least 60 hours of training in code requirements for nuclear reactor facilities related design, construction, installation, examination, testing, etc.7. Completion of a total of at least 100 hours of training in code requirements for nuclear reactor facility related material, examination, welding, testing during operation phase, etc.8. Completion of at least one-year on-the-job training in nuclear reactor facilities construction phase inspection work, or at least one-year experience in power boiler or pressure vessel related design, fabrication, installation, examination and testing work.

核子反應器設施興建期間之監查員，其應具備條件如下：
一、大專理工科系畢業。
二、主管機關審查同意之中級以上非破壞檢測人員資格證明。
三、主管機關認可之輻射防護人員訓練證明。
四、核子反應器設施系統六十小時以上之訓練。
五、銲接技術、品質保證各三十小時以上之訓練。
六、核子反應器設施設計、製造、安裝、檢測及測試作業等工業規章合計六十小時以上之相關訓練。
七、核子反應器設施相關之材料、檢測作業、銲接作業、運轉期間測試作業等工業規章合計一百小時以上之訓練。
八、核子反應器設施興建監查作業一年之在職訓練，或動力鍋爐或壓力容器設計、製造、安裝、檢測及測試作業相關之工作一年以上之經驗。
