Enforcement Rules of the Nuclear Materials and Radioactive Waste Management Act Article 16
The newly added safety issue referred to in Subparagraph 2 of Article 12 of the Act means any of the following occasions:1.Accident probability or accident severity is increased, or the malfunction probability of important safety equipment is higher than estimated in the safety analysis report.2.Accident other than covered in the safety analysis report is likely to occur.3.Safety margin is reduced.

本法第十二條第二款所稱新增安全問題，指有下列情形之一：
一、發生事故之機率增高、事故後果之嚴重性增高或重要安全設備失效之機率高於安全分析報告之估計。
二、可能發生安全分析報告未曾分析之事故。
三、安全餘裕降低。
