Enforcement Rules of the Nuclear Materials and Radioactive Waste Management Act Article 17
The occasion likely to hazard the public health, safety or environmental ecology during the construction period as referred to in Paragraph 1 of Article 13 of this Act means any of the following:1.Major defect in design or issue referring to the subparagraphs of Article 16 is found and has not been properly evaluated and solved.2.There are significant differences in the contents of the field operation and safety analysis report that will influence safety functions.3.There are serious defects in execution of the quality assurance program that will greatly influence the quality of works on site.4.Serious accident occurs, causing unfavorable influence to field operations.5.Other occasions prescribed by the competent authority.

本法第十三條第一項所稱於興建期間有危害公眾健康、安全或環境生態之虞者，指有下列情事之一：
一、發現設計有重大缺陷或涉及前條各款之事項，而未經適當評估解決。
二、現場作業與安全分析報告之內容有重大差異，而影響安全功能。
三、品質保證方案之執行有嚴重缺陷，對現場工程品質有重大影響。
四、發生重大意外事件，對現場作業有不良影響。
五、其他經主管機關認定之情事。
