The Nuclear Materials and Radioactive Waste Management Act Article 11
The production facilities of nuclear source material (and/)or nuclear fuel shall be operated by qualified operating personnel.The qualification of operating personnel referred to in the preceding Paragraph shall be prescribed by the competent authorities.
