The Regulation Governing the Handling of Investigation Procedures for Railway Occurrence Article 12
After a major railway occurrence, the site's management authority (agency) shall preserve the integrity of the scene. If any of the following situations are likely to occur, the site's management authority (agency) shall negotiate with the Investigator-in-Charge to clear the scene as necessary:1. Severe impact on railway operations and safety.2. Further damage to the wreckage.3. Occurrence of secondary disasters.4. Injury to the general public.5. Environmental pollution.

重大鐵道事故發生後，事故現場管理機關應維持現場之完整，有下列情形之一發生之虞者，應與主任調查官協商後對事故現場進行必要之清理：
一、對鐵道交通順暢及安全有重大影響。
二、殘骸受到二度破壞。
三、發生二次災害。
四、一般民眾受到傷害。
五、環境污染。
