The Regulation Governing the Handling of Investigation Procedures for Railway Occurrence Article 13
To implement Article 11 of the Act, when necessary, the Investigator-in-Charge shall invite parties consisting of representatives and experts from the following authorities (agencies) to participate in the investigation task force:1. The Railway Bureau, Ministry of Transportation and Communications.2. The transportation bureaus of local governments.3. The public/private operators.4. The authorities (agencies) involved in the occurrence.5. The investigation agencies of the railway rolling stock and system's State of Design and State of Manufacture.6. Any relevant railway safety organizations or academic experts with railway safety expertise.Neither attorneys nor representatives from insurance companies may participate in the investigation task force.
中文原文 重大鐵道事故調查作業處理規則第13條
主任調查官為執行本法第十一條規定，認有必要時，應邀請下列機關（構）之代表及專家組成之調查團隊，加入專案調查小組：
一、交通部鐵道局。
二、地方政府交通局。
三、營運機關（構）。
四、事故有關機關（構）。
五、鐵道車輛及系統設計國、製造國之鐵道事故調查機關。
六、其他鐵道安全相關專業組織及學者專家。
律師及保險公司代表不得參與專案調查小組。

四、事故有關機關（構）。
五、鐵道車輛及系統設計國、製造國之鐵道事故調查機關。
