The Regulation Governing the Handling of Investigation Procedures for Civil and Public Aircraft Occurrence Article 6

Upon receipt of any report, where necessary, the TTSB may designate an on-scene investigator to lead an on-scene team to take any necessary action on-site to determine whether an occurrence has taken place. The owner of the aircraft, the operator of the aircraft, the local government, the operator of the airport, the CAA, Taiwan International Ports Corporation Limited (hereinafter referred to as “TIPC”), the Maritime and Port Bureau of the Ministry of Transportation and Communications (hereinafter referred to as “MPB”), the coast guard authority, and other relevant agencies (institutions) shall assist the on-scene investigator.
