The Regulation Governing the Handling of Investigation Procedures for Civil and Public Aircraft Occurrence Article 25
Where a major aviation occurrence involving an aircraft registered in the Republic of China or operated by an airline incorporated in the Republic of China transpires outside R.O.C. territory and the investigation is conducted by the State of Occurrence, the relevant agencies (institutions) shall, within 90 days of receiving the safety recommendation from the State of Occurrence forwarded by the TTSB, report to the TTSB the preventive action taken or under consideration, or give reasons for being unable to comply with the requirement.To enhance flight safety, the TTSB may, in accordance with Article 27 of the Act, provide flight safety recommendations to government agencies based on the final report issued by the State of Occurrence as mentioned in the preceding paragraph.

本國籍航空器發生之重大飛航事故由他國事故調查機關主導調查者，相關機關（構）應於收到運安會轉發他國事故調查機關之飛安改善建議九十日內，告知運安會已採取或考慮採取之改善措施，有窒礙難行之處，亦應敘明理由。
為改善飛航安全，運安會得參考前項他國事故調查機關之事故調查報告，對政府有關機關提出飛安改善建議，並依本法第二十七條辦理。
