Cable Radio and Television Act Article 60
Founders who have obtained the establishment permit and launched the operations before obtaining the operating license shall be fined an amount from NT$200,000 up to NT$4,000,000 and be commanded to make corrections by a prescribed deadline. If no correction is made by the deadline, the fine may be imposed consecutively or the establishment approval and permit will be abolished and revoked.

籌設人已取得籌設許可，尚未取得經營許可執照前開始營業，處新臺幣二十萬元以上四百萬元以下罰鍰，並命其限期改正；屆期不改正者，得按次處罰，或廢止其籌設許可並註銷其籌設許可證。
