A dominant carrier in the fixed network telecommunications market shall not reject any request for lease of its circuits without proper reason.The competent authority may require a dominant carrier in the fixed network telecommunications market to provide and make available for lease of certain circuits of such technical specifications and in such quantities promulgated by the competent authority.

固定通信業務市場主導者對於他人承租電路之申請，無正當理由，不得拒絕。
