Regulations for Administration on Fixed Network Telecommunications Business Article 70
The telecommunication networks run by operators for communications with Mainland China shall be conducted by either of the following means:1. Communications shall be established via communication networks that are connected by a circuit relay via a third region or an international telecommunication network (including international submarine cables, international satellites, international communication exchange facilities, and international relay equipment).2. Communications shall be established via communication networks that are connected by other means to be promulgated.Applicants or operators that provide communications by means of the second item of Paragraph 1 shall accord with the regulations of the international network.Applicants or operators that install telecommunications line facilities and equipment in order to provide communications by means of the second item of Paragraph 1 shall provide the necessary interconnection circuit and functions for the interception of communications. Those related to national defense and security shall carry out physical segregation and conduct regular security inspections.In addition, applicants or operators that provide communications by means of the second item of Paragraph 1 shall ensure the interception of communications and the management of information security conform to the related regulations stipulated by related authorities.

經營者之電信網路與大陸地區之電信網路之通信，以下列方式辦理：
一、經由第三地區或國際電信網路（包括國際海纜、國際衛星、國際通信交換設施及轉接設備）以電路轉接方式連接通信。
二、其他經公告開放之通信方式連接通信。
申請人或經營者依前項第二款公告開放之通信方式連接通信者，應依國際網路業務之規定辦理。
申請人或經營者建置第一項第二款連接通信之電信機線設備，除必要之介接線路及配合執行通訊監察所需之功能外，其與國防安全相關者，應採取實體隔離措施，並定期辦理安全檢查。
申請人或經營者提供第一項第二款連接通信者，其通訊監察及資通安全管理應符合各主管機關所定之相關規定。
