Marine Pollution Control Act Enforcement Rules Article 13
Those engaged in oil conveyance and marine dumping that reach the scale announced by the central competent authority, shall submit an emergency response plan pursuant to Article 15, Paragraph 1 of this Act, which shall include the following items.The content of emergency response plans referred to in Article 13, Paragraph 1 of this Act shall include the following items.1. Alert and notification methods2. Resolution methods for operating abnormalities, malfunctions and accidents3. Pollutant cleanup and harm mitigation methods4. Circumstances that require the suspension of operation, dumping or the reduction of output5. All devices and equipment that are required for emergency response work6. Duty assignment and training regulations for participating response personnel7. Other items designated by the central competent authority
中文原文 海洋污染防治法施行細則第13條
從事油輸送、海洋棄置達中央主管機關公告之規模者，依本法第十五條第一項提出之緊急應變計畫，其內容應包含下列事項：
一、警報、通報方式。
二、操作異常、故障及意外事故排除方法。
三、污染物清理及減輕危害之方法。
四、須停止操作、棄置、減產之情形。
五、應變所需之器材、設備。
六、參與應變人員之任務編組及其訓練規定。
七、其他經中央主管機關指定之事項。
一、警報、通報方式。
二、操作異常、故障及意外事故排除方法。
三、污染物清理及減輕危害之方法。
四、須停止操作、棄置、減產之情形。
五、應變所需之器材、設備。
六、參與應變人員之任務編組及其訓練規定。
七、其他經中央主管機關指定之事項。
