Marine Pollution Control Act Article 3
The competent authority referred to in this Act is the Ocean Affairs Council, at the central government level, the municipal government in special municipalities and the county or city government in counties or cities.The enforcement authority referred to in this Act is the Coast Guard Authority.The assisting enforcement authorities referred to in this Act are the military, customs or other agencies assisting in the performance of interdiction, evidence collection and enforcement.The central competent authority shall complete the delineation of jurisdictions of the marine area scope of the special municipality, county or city competent authority.

本法所稱主管機關：在中央為海洋委員會；在直轄市為直轄市政府；在縣（市）為縣（市）政府。
本法所稱執行機關，指海岸巡防機關。
本法所稱協助執行機關，指協助辦理取締、蒐證、移送等事項之軍事、海關或其他相關機關。
直轄市、縣（市）主管機關之海域管轄範圍，由中央主管機關劃定。
