Enforcement Rules of the Personal Property Secured Transactions Act Article 3

The application for registration of a personal property secured transaction shall be made with the registration authority by the parties to the contract or their agents. If there is any change to the content of any registered matter, the parties to the contract or their agents shall submit documentary proof to apply to the original registration authority for amendment registration. The applications under the preceding two paragraphs may be made through the Online Registration and Public Inquiry Website via network transmission; the same shall apply to application for cancellation of registration, transcript or issue of certificate. Applications made in a manner mentioned in the preceding paragraph shall be treated the same as applications made with the registration authority.
