Those required to install automatic monitoring (surveillance) facilities shall handle the installation specifications and completion deadlines for the automatic monitoring (surveillance) facilities and electronic watt hour meters in accordance with Attachment 3..Where an industrial or wastewater sewer system, due to a new application or modification of a permit (document), meets the requirements under Paragraph 1 of the preceding Article to install automatic monitoring (surveillance) facilities and electronic watt hour meters, and the approval date exceeds the deadline specified in Attachment 3 of the preceding paragraph, installation shall be completed within the following prescribed periods. The issuing authority shall also, at the time of approval, notify the industrial or wastewater sewer system:I. Those who apply for a new permit (document): To complete installation within 180 days from the date when the permit is approved; orII. Those who change the permit (document): To complete installation within 180 days from the date when the change is approved.Where the installation of the aforementioned facilities is difficult in practice or where the effluent consists of wastewater with a high concentration of halide ions, alternative measures may be adopted upon approval by the competent authority of the municipality or county (city), and such measures shall be implemented in accordance with the approved plan.Table 3：Requirement and deadline for installation for those required for the installation of automatic monitoring facilities.pdf
