Water Pollution Control Measures and Test Reporting Management Regulations Article 105
If any of the following applies to industrial or wastewater sewer system, the automatic monitoring facility and electronic watt hour meter specified in this chapter shall be installed to maintain normal function and connection to the competent authorities of the municipality or county (city) for online transmission:I. The discharge of wastewater or sewage from a dedicated wastewater sewer system of an industrial zone to surface water bodies with permission of discharge capacity of more than 1,500 m3 daily.II. The discharge of wastewater or sewage from industries other than power plants to surface water bodies with permission of discharge capacity of more than 1,500 m3 daily.III. The discharge of wastewater or sewage from power plants to surface water bodies, including the discharge of non-contact cooling water or the facility of air pollution control through seawater flue-gas desulfurization.IV. The discharge of wastewater or sewage from the public wastewater sewer system to surface water bodies with permission of discharge capacity of more than 1,500 m3 daily.V. Any other requirements of competent authority at the national level.The discharge capacity specified in subparagraph (II) of the previous paragraph is the total discharge of operational wastewater and discharge wastewater. Household sewage, non-contact cooling water or runoff, and combined operation and discharged wastewater for treatment shall be calculated together for total discharge volume.However, if cumulative water flow measurement facilities are installed, or if measurement facilities or methods approved by the competent authorities of a municipality directly under the central government or a county (city) are used to measure the flow of each branch separately in a combined treatment system, the discharge volumes of domestic sewage, non-contact cooling water, or stormwater runoff may be excluded from the calculation.

事業或污水下水道系統有下列情形之一者，應依本章規定設置自動監測（視）設施及電子式電度表，並應維持正常功能，與直轄市、縣（市）主管機關連線傳輸：
一、工業區專用污水下水道系統排放廢（污）水至地面水體，且核准許可廢（污）水排放量每日一千五百立方公尺以上。
二、發電廠以外之事業排放廢（污）水至地面水體，且核准許可廢（污）水排放量每日一千五百立方公尺以上。
三、發電廠排放廢（污）水至地面水體，且有排放未接觸冷卻水或採海水排煙脫硫空氣污染防制設施。
四、公共污水下水道系統排放廢（污）水至地面水體，且核准許可廢（污）水排放量每日一千五百立方公尺以上。
五、其他經中央主管機關指定。
前項第二款其排放量以作業廢水及洩放廢水之排放量加總計算。
生活污水、未接觸冷卻水或逕流廢水與作業廢水、洩放廢水合併處理者，其排放水量應合併計算。
但裝設累計型水量計測設施，或經直轄市、縣（市）主管機關核准之計測設施或計量方式得以分別量測合併處理之各股水量者，其生活污水、未接觸冷卻水或逕流廢水排放量得免納入計算。
