People with Disabilities Rights Protection Act Article 35
To provide the occupational training, employment services in Paragraph 2 of Article 33 and sheltered employment services in the preceding Article mentioned above, the municipal and county (city) competent authorities in charge of labor shall promote to establish the following agencies for people with disabilities:1. Occupational training agency;2. Employment service agency;3. Sheltered workshop;The above agencies can be established separately or together. If, for the conducting of its affairs, the established body needs to use a specific piece of public land, with the approval of the competent authority managing the particular piece of public land, the established body shall use it uncompensated.The occupational training agencies, employment service agencies, and sheltered workshops of private sectors mentioned in Paragraph 1 shall, after applying and getting the permits of the municipal and county (city) competent authorities in charge of labor, provide services to people with disabilities.The agencies are not allowed to provide the related services without the permits of governments, but the agencies, associations, or schools established under the authority/commission of governments by law are free from this limitation.Regulations on permit and preparation of establishment, rewarding, and inspection as well as the standards of the facilities, deployment of staffing, related qualifications, nurturing, and subsidizations shall be prescribed by the central competent authorities in charge of labor.

直轄市、縣（市）勞工主管機關為提供第三十三條第二項之職業訓練、就業服務及前條之庇護性就業服務，應推動設立下列機構：
一、職業訓練機構。
二、就業服務機構。
三、庇護工場。
前項各款機構得單獨或綜合設立。
機構設立因業務必要使用所需基地為公有，得經該公有基地管理機關同意後，無償使用。
第一項之私立職業訓練機構、就業服務機構、庇護工場，應向當地直轄市、縣（市）勞工主管機關申請設立許可，經發給許可證後，始得提供服務。
未經許可，不得提供第一項之服務。
但依法設立之機構、團體或學校接受政府委託辦理者，不在此限。
第一項機構之設立許可、設施與專業人員配置、資格、遴用、培訓及經費補助之相關準則，由中央勞工主管機關定之。
