People with Disabilities Rights Protection Act Article 34
The competent authorities of individual levels in charge of labor shall, for people with disabilities who are not independently competitive in the employment market, according to their abilities and willingness to work, provide supportive and individualized employment services, such as sheltering employment services, occupational training, and other assistance to the work.The competent authorities of individual levels in charge of labor shall provide sheltered employment services, in accordance with the result of vocational evaluation, for people with disabilities who have willingness but are not independently competitive, and require long-term employment supports to enter the competitive employment market.

各級勞工主管機關對於具有就業意願及就業能力，而不足以獨立在競爭性就業市場工作之身心障礙者，應依其工作能力，提供個別化就業安置、訓練及其他工作協助等支持性就業服務。
