Regulations for the Establishment and Permission of Private Children and Youth Welfare Institutes Article 10
If children and Youth Welfare Institutes are permitted to be established, but fail to start operating within one year due to reasons caused by themselves, competent authorities may abolish their permits of establishment and cancel their certificates of permissions of establishment.
