Senior Citizens Welfare Act Article 4
The central competent authority shall be responsible for the following matters:1. Planning, formulation, and promotion of national elderly welfare policies, laws, and programs.2. Supervision and coordination of the implementation of elderly welfare by municipal and county (city) governments.3. Allocation and disbursement of central government funding for elderly welfare.4. Planning for the development, incentives, and evaluation of elderly welfare services.5. Planning of training programs for elderly welfare professionals.6. Liaison, exchanges, and cooperation with international organizations on elderly welfare affairs.7. Planning of elderly protection services.8. Establishment, supervision, and guidance of central or national elderly welfare institutions.9. Planning and supervision of other national elderly welfare-related matters.

下列事項，由中央主管機關掌理：
一、全國性老人福利政策、法規與方案之規劃、釐定及宣導事項。
二、對直轄市、縣（市）政府執行老人福利之監督及協調事項。
三、中央老人福利經費之分配及補助事項。
四、老人福利服務之發展、獎助及評鑑之規劃事項。
五、老人福利專業人員訓練之規劃事項。
六、國際老人福利業務之聯繫、交流及合作事項。
七、老人保護業務之規劃事項。
八、中央或全國性老人福利機構之設立、監督及輔導事項。
九、其他全國性老人福利之策劃及督導事項。
