The safety assessment report and the health care effect assessment report in Subparagraph 2 and 3 of Paragraph 1 of Article 2, respectively, shall be taken pursuant to the assessment provisions in Paragraph 2 of Article 3 of the Act by third parties other than the researching and developing units of the ingredients in the product.
