Enforcement Rules of the Physicians Act Article 13
Foreign academic records falling under any of the following subparagraphs shall not be recognized:1. Degrees obtained through correspondence education2. Degrees obtained through remote learning, except for partial credits obtained during an outbreak of communicable diseases (as described under Article 3, Paragraph 1 of the Communicable Disease Control Act), a disaster (as described under Article 2, Paragraph 1 of the Disaster Prevention and Protection Act), or other force majeure events3. Certificates (proof) obtained from a continuing education program4. Doctoral degrees obtained by merit of writing a dissertation without being formally enrolled and actually taking courses5. Honorary degrees6. Degrees obtained by merit of taking courses taught in Chinese in a country where Chinese is not an official or commonly used language7. Degrees obtained by taking courses at a domestic branch, campus, or degree program established by a foreign institution without Ministry of Education approval8. Programs that do not offer comprehensive medical training courses (including residency)9. Lack of qualifications for local physician license examinations or local medical practice10. Programs that do not recruit students publicly through open examinations, screenings, selections, recommendations, or similar11. Institutions in jurisdictions that do not recognize equivalent institutions at the same educational level in our country

國外學歷有下列情形之一者，不予採認：
一、經函授方式取得。
二、經遠距教學方式取得。
但因發生傳染病防治法第三條第一項所定傳染病、災害防救法第二條第一款所定災害，或其他重大變故，經遠距教學方式取得部分學分者，不在此限。
三、各類研習班所取得之修課證書（明）。
四、未經註冊入學及修業，僅以論文著作取得博士學位。
五、名（榮）譽學位。
六、非使用中文之國家或地區，以中文授課所頒授之學歷。
七、未經教育部核定，在我國所設分校、分部及學位專班，或以國外學校名義委託機構在國內招生授課取得之學歷。
八、未提供完整醫學訓練課程（包括實習課程）。
九、不具當地國醫師考試應考資格或執業資格。
十、未有對外公開招生及由公開考試、甄審、推薦或其他相當之方式入學。
十一、該國政府對我國同級同類學校之醫學學歷未有對等承認。
