Regulations for Permission and Supervision of Private Employment Services Institution Article 17
The competent authorities may depending on domestic economic and labor market conditions permit a foreign person or a foreign employment company to establish a private employment services institution in the Republic of China.The foreign person or foreign employment company shall comply with the provisions of the Act and these Regulations when applying for permission of establishing a private employment services institution in the Republic of China.

主管機關依國內經濟、就業市場狀況，得許可外國人或外國人力仲介公司在中華民國境內設立私立就業服務機構。
外國人或外國人力仲介公司在中華民國境內設立私立就業服務機構，應依本法及本辦法規定申請許可。
