Regulations for Managing Skippers of Yachts and Power-Driven Small Ships Article 14
When applying for a private powerboat learner’s license, the applicant shall submit the following documents to the maritime agency:1. Application form.2. Two half-length photos (1-inch and uncapped) taken within the past two years.3. Original ID card or valid passport, which will be returned after verification.4. Physical examination certificate.5. Consent to Instructor Assignment issued by the powerboat driving training institution, training powerboat, and master’s license.To apply for a second-class yacht learner’s license, a self-learning plan shall be submitted in addition to the documents prescribed in Subparagraphs 1 through 4 of the preceding paragraph.A private powerboat or second-class yacht learner’s license shall be valid for a year from the date of issue.

申領自用動力小船學習駕駛證，應檢具下列文件向航政機關申請核發：
一、申請書一份。
二、最近二年內一吋脫帽半身相片二張。
三、國民身分證或有效之護照正本，驗後發還。
四、體格檢查證明書。
五、動力小船駕駛訓練機構同意指派指導人之同意書、訓練用船及其駕照資料。
申領二等遊艇駕駛學習證，除應具備前項第一款至第四款之文件外，另應檢附自主學習計畫書。
自用動力小船或二等遊艇學習駕駛證之有效期間，自發證之日起以一年為限。
一、申請書一份。
