Seafarer's Service Regulations Article 78
In the case of a ship accident or other extraordinary circumstance, the Maritime Administration, R.O.C. embassies, representative offices, and other institutions authorized by the Ministry of Foreign Affairs shall request relevant seafarers to help with providing assistance or investigating, as necessary.
