Industrial Innovation Statute Article 52

An industrial district that developed before this Statute comes into force may establish an administration agency in accordance with Article 50.In the case of an industrial district developed by a special municipality or county (city) competent authority before this Statute comes into force, if it is being managed by the central competent authority, the central competent authority may transfer the responsibility for management of the industrial district to the special municipality or county (city) competent authority, and may conduct transfer registration with respect to the land for public facilities, public buildings, and public facilities within the industrial district without being subject to the restrictions set forth in Article 25 of the Land Act, the National Property Act, and the laws and regulations governing the management of public property promulgated by the relevant local government.The regulations governing the transfer of responsibility as referred to in the preceding paragraph, conditions of accepting responsibility, procedures, and other relevant matters shall be prescribed by the central competent authority.
