Sand and Gravel Excavation Act Article 9
Where the land of the sand and gravel excavation area applied for is publicly owned, the public land management agency may lease the land or consent to its use, and collect rent or usage fees.The rent or usage fees referred to in the preceding paragraph shall be handled in accordance with the regulations of that agency, except that excavation of sand and gravel in sea areas outside sea embankment areas shall be exempt from such rent or usage fees.

申請之土石採取區土地為公有者，土地管理機關得出租或同意使用，並收取租金或使用費。
