Sand and Gravel Excavation Act Article 7-2
Where a special zone for sand and gravel excavation under the preceding Article is designated by the Central Competent Authority, the Central Competent Authority shall accept and review applications for, and issue, Sand and Gravel Excavation Permits, and shall be responsible for the supervision and management of the sand and gravel excavation areas within the special zone. Where the special zone is designated by the Competent Authority of the Special Municipality or County (City), that authority shall perform these functions.Within a special zone designated by the Central Competent Authority, the provisions of this Act shall apply mutatis mutandis to applications for Sand and Gravel Excavation Permits and to the supervision, management, and penalties relating to sand and gravel excavation.

前條土石採取專區為中央主管機關劃設者，應由中央主管機關受理審查及核發土石採取許可，並負責專區內土石採取區之監督管理事務；土石採取專區為直轄市、縣（市）主管機關劃設者，由直轄市、縣（市）主管機關為之。
中央主管機關劃設之土石採取專區內，其土石採取之申請、監督管理及處罰，準用本法之規定。
