The Special Education Act Article 49
The central and metropolitan authorities shall encourage universities with teacher education, and colleges above and including the five-year junior college level with education of preschool educators approved by the central competent authority to offer pre-service special education-related courses, in order to promote inclusive education.The central competent authority shall incorporate special education-related courses into the curriculum standards for pre-service teacher education.

中央及直轄市主管機關應鼓勵師資培育之大學，及經中央主管機關認可培育教保員之專科以上學校，於職前教育階段，開設特殊教育相關課程，促進融合教育之推動。
