Teacher Education Act Article 14
The Teacher Education programs are mainly conducted on self-funded basis, supplemented by government funding and scholarship programs. Government-funded Students are required to serve in schools in a remote or with special need district after graduation.Each Teacher Education University that organizes national language-related education for Government-funded Students shall provide national language and relevant cultural courses to address the requirements identified by the competent authority.Regulations governing the eligibility criteria for receiving a government scholarship, the associated reviews, quotas, and budget allocations, the quotas for government-funding, the period for which Government-funded Students are entitled to receive funding, contractual contents, mandatory duties and other related obligations, handling of cases of breach of obligation, and assignments to do teaching service shall be prescribed by the Central Competent Authority.

師資培育以自費為主，兼採公費及助學金方式實施；公費生畢業後，應至偏遠或特殊地區學校服務。
各師資培育之大學辦理國家語言公費生培育者，應配合主管機關所提需求，開設國家語言及其相關文化課程。
助學金受領之資格、審查、數額、經費之編列、公費之數額、公費生公費受領年限、應訂定契約之內容、應履行及其他相關事項之義務、違反義務之處理、分發服務之辦法，由中央主管機關定之。
各師資培育之大學辦理國家語言公費生培育者，應配合主管機關所提需求，開設國家語言及其相關文化課程。
