Enforcement Rules of the University Act Article 17-1
When a university has had its cessation of operations approved or ordered by the competent authority and is unable to form a university-level teacher review committee, the university shall request the competent authority to recommend external individuals and internal personnel to form a committee or the university shall form a committee composed entirely of external individuals recommended by the competent authority. If the endowment corporation of the university has been liquidated, the competent authority shall organize the teacher review committee.

經主管機關核定或命令停辦學校，因故無法組成校級教師評審委員會時，學校應請主管機關推薦校外人士，與校內人員共同組成，或全數由主管機關推薦校外人士組成教師評審委員會。
學校財團法人已清算終結者，由主管機關籌組教師評審委員會。
