Charges And Fees Act Article 12
For any of the following, the executive authority in charge of the concerned matters may waive or reduce the amount of the charges and fees, or suspend the collection of the charges and fees:1. The promotion of matters or education undertaken by the Agency/School.2. Assistance provided by the Agency/School for another Agency/School.3. Additional charges and fees incurred by victims of places suffering from significant disasters.4. Charges and fees incurred in providing rescue or aid for any emergencies or accidents.5. Issuance of identification documents for the elderly, the physically or psychologically handicapped, low-income households, and students.6. Charges and fees made under international treaties, agreements, or reciprocity.7. Charges and fees that can be waived, reduced, or suspended under other applicable laws.

有下列各款情事之一者，業務主管機關得免徵、減徵或停徵應徵收之規費：
一、各機關學校辦理業務或教育宣導。
二、各機關學校間協助事項。
三、重大災害地區災民因災害所增加之規費。
四、因處理緊急急難救助所負擔之規費。
五、老人、身心障礙者、低收入戶、學生之身分證明文件。
六、基於國際間條約、協定或互惠原則。
七、其他法律規定得免徵、減徵或停徵者。
