Charges And Fees Act Article 13
For any of the following, the competent authority in charge of the concerned matters may waive or reduce the amount of the charges and fees, or suspend the collection of the charges and fees:1. There are matters to be dealt with to maintain social order, workplace security, or financial, economic, and banking stability.2. The collection of charges and fees is incompatible with the present needs, or the benefits arising from the collection of charges and fees are uneconomical.3. There exist factors of public interest or special circumstances.

有下列各款情事之一者，規費主管機關得免徵、減徵或停徵應徵收之規費：
一、為維護財政、經濟、金融穩定、社會秩序或工作安全所辦理之事項。
二、不合時宜或不具徵收效益之規費。
三、基於公共利益或特殊需要考量。
