The embargo areas and consignees of the absolute wartime contraband are as follows: Subparagraph 1Enemy territories.Subparagraph 2Enemy occupied areas.Subparagraph 3Enemy colonies.Subparagraph 4Enemy force-controlled zones.Subparagraph 5Enemy territories trusted by United Nations.Subparagraph 6Enemy armed forces.Subparagraph 7The businessman who supplies the enemy with goods and lives in the enemy country.Subparagraph 8The representatives of the enemy government or the businessmen and other personnels who are supervised directly or indirectly by the enemy government.

絕對禁制品之禁運區域與禁運對象，規定如左：
一、敵國領土。
二、敵國佔領地。
三、敵國殖民地。
四、敵國武力控制區域。
五、敵國受聯合國託管之區域。
六、敵國武裝部隊。
七、住在敵國供給敵用之商人。
八、敵國政府之代理人及在敵國政府直接或間接督導下之商人或其他人員。
