The Act of Wartime Contraband Article 8
Paragraph 1The embargo areas and consignees of the conditional wartime contraband are as follows: Subparagraph 1Enemy defensive positions, base areas and military supply depots.Subparagraph 2Enemy armed forces.Subparagraph 3Enemy administrative agency.Subparagraph 4The businessman who supplies the enemy with goods and lives in the enemy country.Subparagraph 5The representatives of the enemy government or the businessman and other personnels who are supervised directly or indirectly by the enemy government.Paragraph 2One who deliver the conditional wartime contraband to the consignees stipulated in Subparagraph 3 to 5 of the preceding Paragraph shall not be subject to this restriction if not for military use but for disasterrelief and humanitarian aid could be proved.

條件禁制品之禁運區域與禁運對象，規定如左：
一、敵國防禦地或敵國軍隊根據地或補給地。
二、敵國武裝部隊。
三、敵國行政官署。
四、住在敵國供給敵用之商人。
五、敵國政府之代理人及在敵國政府直接或間接監督下之商人或其他人員。
運送條件禁制品與前項第三款至第五款之對象，能證明其確為救濟災害，維護人道，而不作軍事之用者，不在此限。
