Paragraph (1)The asset and debts of the original agency which belong to the Armed Production and Service Operation Fund, Shall transfer to the NCSIST on the date of establishment.Paragraph (2)The competent supervisory authority may approve and allocate budget by making adjustments within the original scope of the budget in the year of the establishment of the NCSIST without being limited by Articles 62 and 63 of the Budget Act.

國軍生產及服務作業基金項目下屬原機關之資產及負債部分，於改制之日由本院概括承受，不受預算法第二十五條及第八十八條規定之限制。
本院成立年度之政府核撥經費，得由國防部在原預算範圍內調整因應，不受預算法第六十二條及第六十三條規定之限制。
