Chinese:: 外交部及駐外館處文件證明條例施行細則第4條

If consular officers of overseas missions must recuse themselves from document legalization cases in accordance with Articles 32 and 33 of the Administrative Procedure Act and no other officers are qualified to process the application in accordance with Paragraph 1 of Article 7 of the Act, the application and related documents shall be transferred to the Ministry.

駐外館處辦理文件證明，其領務人員依行政程序法第三十二條及第三十三條規定迴避後，已無其他人員得依本條例第七條第一項規定辦理時，應將申請案及有關文件報請主管機關辦理。
