Standards for Establishing Places for Manufacturing, Storing, Processing Public Hazardous Substances and Flammable Pressurized Gases, and Regulations on Safety Control of such Places Article 46-1
The safety management of the manufacturing place and the general processing place of the Six Materials shall meet the following requirements in additions to those set forth in the preceding two articles:1.During the distillation process, it is a must to prevent changes to the internal pressure of processing equipment as such changes can result in the leakage of liquid, vapor or gas.2.During the extraction process, it is a must to prevent the abnormal increase of the internal pressure of the processing equipment.3.During the drying process, it is necessary to take measures that prevent the rise of local temperature.4.During the crushing process, the machines shall not be operated if there is a big amount of flammable powders and dusts.5.The filling process shall be conducted in a fire safety place.6.The spray painting and paint coating process shall be conducted within the effective fire protection zone.7.During the quench process, it is a must to cool down the Six Materials below the dangerous temperature zone8.The cleaning process shall be conducted in a place with good ventilation to discharge flammable vapors produced during the operations, and the waste Six Materials shall be disposed appropriately.9.When consuming the Six Materials by burning them, it is a must to prevent backfire of the handling equipment and leakage of the Six Materials.The safety management of the places for trading the Six Materials shall meet the following requirements in addition to those set forth in the preceding article:1.The Six Materials shall be stored in a container and must be sold in bulk.2.The blending of the Six Materials shall be limited to coating materials and the process shall be completed in the blending room.

六類物品製造及一般處理場所，其安全管理除應符合前二條規定外，並應遵守下列規定：
一、蒸餾作業時，應防止因處理設備內部壓力變化，致液體、蒸氣或氣體外洩。
二、萃取作業時，應防止處理設備內部壓力異常上升。
三、乾燥作業時，應採取不使物品溫度局部上升方法為之。
四、粉碎作業時，不得於產生大量可燃性粉塵情形下操作機械。
五、填充換裝時，應於防火安全處所為之。
六、噴漆及塗裝作業時，應於有效防火區劃內為之。
七、淬火作業時，應使六類物品於危險溫度以下。
八、清洗作業時，應於產生之可燃性蒸氣能良好通風情形下為之，且應將廢棄六類物品妥善處置。
九、消耗六類物品進行燃燒時，應避免處理設備逆火及六類物品溢出。
六類物品販賣場所，其安全管理除應符合前條規定外，並應遵守下列規定：
一、六類物品應存放於容器，不得散裝販賣。
二、調配六類物品以塗料類為限，並應於調配室內為之。
