Standards for Establishing Places for Manufacturing, Storing, Processing Public Hazardous Substances and Flammable Pressurized Gases, and Regulations on Safety Control of such Places Article 35
Pumping equipment used at the indoor storage tank place shall meet the following requirements:1.If the indoor storage tank is located on the ground floor of the building, and the pumping equipment is located outside the dedicated storage tank room:(1)The pumping equipment shall be secured to a solid foundation.(2)The building or work project (hereinafter referred to as the Pumping Room) used by the pump and its electric motor shall meet the following requirements:i.The walls, beams, pillars, and floors shall be constructed of non-flammable materials.ii.The roof shall be constructed of non-flammable materials and covered with lightweight metal sheets or other lightweight non-flammable materials. However, if the equipment is installed in the way that does not raise any concerns of possible explosions in the pumping room, lightweight metal sheet or other lightweight non-flammable material coverings may be excluded.iii.The access and windows shall be provided with fire doors and windows of minimum half-hour fire rating.iv.If the windows and access are glazed, the glass shall be sandwiched with a wire mesh or provide equivalent protection.v.The floor shall be of impermeable construction at a suitable inclination, and be provided with a liquid collection facility. Its surroundings shall be provided with a blocking means with a height of minimum 20 cm above the ground or a leakage prevention measure of equivalent performance.vi.Sufficient admission of natural light, lighting and ventilation equipment required handling the Six Materials shall be designed.vii.If there is a risk of flammable vapor collection, equipment to effectively discharge such vapor above the eave or outdoors at a height of 4 m or above the ground shall be provided.(3)If the pumping equipment is installed outside the pumping room, it shall meet the following requirements:i.The surroundings of the pumping equipment shall be provided with a blocking means with a height of minimum 15 cm above the ground or a leakage prevention measure of equivalent performance.ii.The ground shall be paved with concrete or any non-flammable material that is impermeable to the Six Materials at a suitable inclination, and provided with a liquid collection facility.iii.An oil-water separation device shall be provided if the pump is sued to process Class 4 public hazardous materials that are insoluble in water to prevent direct flow into the drainage.2.If the indoor storage tank is located in a single-story building, and the pumping equipment is installed in the building of dedicated storage tank room:(1)If the pumping equipment is located outside the dedicated storage tank room, it is a must to meet the requirements set forth in Items 1 and 2 of the preceding paragraph.(2)If the pumping equipment is located in dedicated storage tank room, a blocking means or any other leakage prevention measures of equivalent performance constructed from non-flammable materials higher than the threshold of the access shall be provided to the surroundings of the pumping equipment, or the base of the pumping equipment shall be made higher than the threshold to the dedicated storage tank room shall be provided, unless the leakage have no risk of causing fire or explosions.3.If the indoor storage tank is located other than the ground floor and the pumping equipment is installed outside the building of the dedicated storage tank room, the pumping equipment shall meet the requirements set forth in Subparagraph 1.4.If the indoor storage tank is located other than the ground floor and the pumping equipment is installed in the building of dedicated storage tank room:(1)If the pumping equipment is installed outside the dedicated storage tank room, the pumping room shall meet the following requirements in addition to those set forth in Items 1 and 2-5 to 2-7 of Subparagraph 1:i.The walls, beams, pillars, and floors shall be of fireproof construction.ii.The floor of the upper floor shall be of fireproof construction and no ceiling shall be constructed. In the absence of an upper floor, the roof of the building shall be constructed of non-flammable materials.iii.No windows shall be installed.iv.Fire doors of 1 hour and more fire rate shall be provided at access.v.Ventilation and exhaust equipment shall have fire dampers. However, this does not apply when piping is constructed of non-flammable materials, installed with sprinklers, or equipped with measures that provide equivalent protection.(2)If the pumping equipment is installed in the dedicated storage tank room:i.The pumping equipment shall be secured to a solid foundationii.The surroundings of the pumping equipment shall have a blocking means with a height of 20cm or above in height or a leakage prevention measure of equivalent performance. However, this does not apply if leakages have no risk of causing fire or explosions.When a compartment of a manufacturing place or general processing place of the Six Materials is dedicated for the installation of storage tanks in accordance with Paragraph 2 of Article 33 and the pumping equipment is installed in the same building but outside of the dedicated storage tank room, its location, construction, and equipment shall meet the following requirements in addition to those set forth in Items 1, 2-2 and 2-4 to 2-7 of Subparagraph 1 of the preceding paragraph:1.The walls, pillars and floors shall be of fireproof construction of 2 hours and more fire rate. The beams shall be constructed of non-flammable materials. No opening other than the access shall be provided to exterior or partition walls that present risks of fire spreading.2.The windows shall be provided with fire windows of 2 hours and more fire rate; the access shall be provided with normally closed fire door of 2 hours and more fire rate.When a compartment of a manufacturing place or general processing place of the Six Materials is dedicated for the installation of dedicated storage tank room in accordance with Paragraph 2 of the preceding article and the pumping equipment is installed in the same building of the dedicated storage tank room, its location, construction, and equipment shall meet the following requirements in addition to those set forth in the main body of Items 1, 1-3 and 1-5 of Subparagraph 4 of Paragraph 1:1.The walls, beams, pillars floors and floors of the upper floor shall be of fireproof construction of 2 hours and more fire rate, and shall not have ceilings. In the absence of an upper floor, the roof of the building shall be constructed of non-flammable materials.2.The access shall be provided with fire doors of 2 hours and more fire rate.

室內儲槽場所之幫浦設備應符合下列規定：

但設置設施使幫浦室無產生爆炸之虞者，得免以輕質金屬板或其他輕質不燃材料覆蓋。
3.窗戶及出入口，應設置三十分鐘以上防火時效之防火門窗。
4.窗戶及出入口裝有玻璃時，應為鑲嵌鐵絲網玻璃或具有同等以上防護性能者。
5.地板應採用不滲透之構造，並設置適當之傾斜度及集液設施，且其周圍應設置高於地面二十公分以上之圍阻措施，或設置具有同等以上效能之防止流出措施。
6.應設計處理六類物品時，必要之採光、照明及通風設備。
7.有可燃性蒸氣滯留之虞者，應設置可將該蒸氣有效排至屋簷以上或室外距地面四公尺以上高處之設備。
（三）於幫浦室以外之場所設置幫浦設備時，應符合下列規定：1.應於幫浦設備周圍地面上設置高於地面十五公分以上之圍阻措施，或設置具有同等以上效能之防止流出措施。
2.地面應以混凝土或六類物品無法滲透之不燃材料鋪設，且作適當之傾斜，並設置集液設施。
3.幫浦處理不溶於水之第四類公共危險物品者，應設置油水分離裝置，並防止該物品直接流入排水溝。
二、室內儲槽設於地面一層建築物，且幫浦設備設於儲槽專用室所在之建築物者：
（一）設於儲槽專用室以外之場所時，應符合前款第一目及第二目規定。
（二）設於儲槽專用室時，應以不燃材料在幫浦設備周圍設置高於儲槽專用室出入口門檻之圍阻措施，或設置具有同等以上效能之防止流出措施，或使幫浦設備之基礎，高於儲槽專用室出入口門檻。
但洩漏時無產生火災或爆炸之虞者，不在此限。
三、室內儲槽設於地面一層建築物以外，且幫浦設備設於儲槽專用室所在建築物以外之場所時，應符合第一款規定。
四、室內儲槽設於地面一層建築物以外，且幫浦設備設於儲槽專用室所在之建築物者：
（一）設於儲槽專用室以外場所時，除應符合第一款第一目及第二目之5至第二目之7規定外，其幫浦室並應符合下列規定：1.牆壁、樑、柱及地板應為防火構造。
2.其上有樓層時，上層之地板應為防火構造，並不得設置天花板；其上無樓層時，屋頂應為不燃材料建造。
3.不得設置窗戶。
4.出入口應設置一小時以上防火時效之防火門。
5.通風設備及排出設備應設置防火閘門。
但管路以不燃材料建造，或內部設置撒水頭防護，或設置達同等以上防護性能之措施者，不在此限。
（二）設於儲槽專用室內時：1.幫浦設備應定著於堅固基礎上。
2.以不燃材料在其周圍設置高度二十公分以上之圍阻措施，或設置具有同等以上效能之防止流出措施。
但洩漏時無產生火災或爆炸之虞者，不在此限。
於供作六類物品製造場所或一般處理場所使用之建築物，依第三十三條第二項規定設置儲槽專用室，其幫浦設備設於儲槽專用室所在建築物，且設於儲槽專用室以外場所時，其位置、構造及設備除應符合前項第一款第一目、第二目之2及第二目之4至第二目之7規定外，並應符合下列規定：
一、牆壁、柱及地板應為防火構造，具有二小時以上防火時效。
樑應以不燃材料建造，外牆有延燒之虞者及區劃分隔牆壁，除出入口外，不得設置其他開口。
二、窗戶應設置二小時以上防火時效之防火窗；出入口應設置二小時以上防火時效之常時關閉式防火門。
於供作六類物品製造場所或一般處理場所使用之建築物，依前條第二項規定設置儲槽專用室，其幫浦設備設於儲槽專用室所在建築物，且設於儲槽專用室以外場所時，其位置、構造及設備除應符合第一項第四款第一目本文、第一目之3及第一目之5規定外，並應符合下列規定：
一、牆壁、樑、柱、地板及上層之地板應為防火構造，具有二小時以上防火時效，並不得設置天花板；其上無樓層時，屋頂應以不燃材料建造。
二、出入口應設置二小時以上防火時效之防火門。
