National Federation of Industries should be organized if fifty of any of the following mentioned groups exist.A. Provincial or municipal industrial associations.B. All Industrial trade association in a certain area without national league of the industrial trade association.C. National industrial trade association.D. National leagues of industrial trade association

全國工業總會由左列團體會員滿五十單位時組織之：
一、省（市）工業會。
二、未組織全國各業工業同業公會聯合會之特定地區工業同業公會。
三、全國工業同業公會。
四、全國各業工業同業公會聯合會。
