Regulations on Election and Recall in Civil Associations Article 33

A photocopy of the recall letter shall be sent to the person to be recalled with the post office receipt or delivery receipt as proof.If a photocopy of the recall letter cannot be served on the person to be recalled because of an unknown address or it is difficult to serve the recall letter in a foreign country, mainland China, Hong Kong or Macau by the means referred to in the preceding paragraph, civil associations may publish the recall letter in a newspaper, and the recall letter shall be deemed to have been served on the person to be recalled on the day following the last publication date.
