“Article 12 of the Act concerning the submission to the President for appointment shall apply, mutatis mutandis, to prosecutors” as referred to in Article 89, Paragraph 1 of the Act, means the submission to the President for the initial appointment of prosecutors, the appointment of returning or re-commissioned prosecutors, the commissioning of probationary prosecutors to tenured prosecutors, the promotion or transfer to head prosecutors and chief prosecutors.Personnel in the preceding paragraph whose appointments are reviewed as qualified by the Ministry of Civil Service shall be submitted by such Ministry to the President for appointment.
