Code of Civil Procedure Article 182
When the decision on an action, in whole or in part, is premised upon the existence or non-existence of certain legal relations to be determined in another action, the court may by a ruling stay the proceeding until that action is concluded.Except as otherwise provided, the provision of the preceding paragraph shall apply mutatis mutandis to cases where the existence or non-existence of a legal relation is to be determined by an administrative proceeding.

訴訟全部或一部之裁判，以他訴訟之法律關係是否成立為據者，法院得在他訴訟終結前以裁定停止訴訟程序。
前項規定，於應依行政爭訟程序確定法律關係是否成立者準用之。
