The Regulation Governing the Handling of Investigation Procedures for Marine Occurrence Article 5

Upon receipt of a notification, where the TTSB deems it necessary, it may designate an on-scene investigator to lead the on-scene team to the scene of the occurrence to perform actions necessary for determining the occurrence, including securing evidence and witnesses. The shipowner, the ship operator, the local government of the area of the occurrence, the authority responsible for the scene of the occurrence, the port management authorities (agencies), the MPB, or the CGA shall provide necessary assistance to the on-scene investigator in performing his or her duties.
